The Center for Security and Emerging Technology (CSET) will hold their first session in the Security and Emerging Technology Seminar Series of 2023 on Wednesday January 18th at 10AM EDT. The session “The Multinational Artificial Intelligence Landscape” will feature guest speakers Karine Perset (OECD) and Audrey Plonk (OECD) and moderator Dewey Murdick (CSET).
Speaker Bios:
Karine Perset heads the AI Unit of the OECD Division for Digital Economy Policy. She is in charge of the OECD.AI Policy Observatory and the OECD.AI Network of Experts (ONE AI). She focuses on opportunities and challenges that AI raises for public policy, on policies to help implement the OECD AI Principles and on trends in AI development. She was previously Advisor to ICANN’s Governmental Advisory Committee and yet before the Counsellor of the OECD’s STI Directors. Karine is Franco-American.
Audrey Plonk is Head of the Digital Economy Policy Division of the Directorate for Science, Technology and Innovation (STI) at the OECD. As Head of Division, Ms. Plonk is responsible for implementing the programme of work of the Committee on Digital Economy Policy and the Committee for Consumer Policy, as well as the management of STI’s Digital Economy Division. In this role, she supports the strategic work of STI and the advancement of the Office of the Secretary General’s Strategic Objectives. Prior to re-joining STI, Ms. Plonk was Senior Director, Global Security Policy at Intel Corporation where she was also a Senior Director for Public Policy. She also specialized in China cyber policy and advised Intel business and product teams on China strategy.
In 2009, Ms. Plonk joined the board of The Privacy Projects and later took over Chairmanship of the not-for-profit organization focused on funding research in overlooked areas of privacy practice, policy and law. She has been a guest lecturer at The University of California Berkeley’s School of Information and has taught cyber policy courses at the US Technology Training Institute. Ms. Plonk previously worked for STI on digital security issues. This was preceded by four years as a consultant at the Department of Homeland Security’s National Cyber Security Division. Ms. Plonk, an American national, holds a Bachelor’s Degree in International Affairs from The George Washington University.
Dewey Murdick is the Director at Georgetown’s Center for Security and Emerging Technology (CSET). He serves as an unpaid advisor to the OECD Network of Experts on AI (ONE AI) and several other organizations. Prior to joining CSET as its founding Director of Data Science, he was the Director of Science Analytics at the Chan Zuckerberg Initiative, served as Chief Analytics Officer and Deputy Chief Scientist within the Department of Homeland Security, and held multiple roles at Intelligence Advanced Research Projects Activity (IARPA). He has also held positions in intelligence analysis, research, software development and contract teaching. He holds a Ph.D. in Engineering Physics from the University of Virginia and a B.S. in Physics from Andrews University.

The OECD adopted the first intergovernmental standard on artificial intelligence, the OECD AI Principles, in May 2019. Building on these principles, the OECD AI Policy Observatory, an inclusive platform for public policy on AI, facilitates dialogue and provides multidisciplinary, evidence-based policy analysis and data on AI’s areas of impact. CSET is a member of the OECD Network of Experts on AI (ONE AI) and shares its expertise with the OECD Policy Observatory.
The CSET lecture series aims to bring together leaders from government and the private sector to discuss how artificial intelligence, biotechnology and other emerging technologies alter the national and international security landscape.
